Survey of VLE use at Napier university highlighted the types of componenets that elearning can take on webct and how it might be being used as simply a communication / publishing tool for course materials.
While I may be looking at barriers to use of webct/elearning there is a further research question on the 'pedagogical' effectiveness of the existing learning within webct. Converting materials for use on webct does not necessarily mean that the learning becomes more efective.

Abstract: Conceptual and methodological ambiguities surrounding the concept of perceived behavioral
control are clarified. It is shown that perceived control over performance of a behavior,though comprised of separable components that reflect beliefs about self-efficacy and about controllability, can nevertheless be considered a unitary latent variable in a hierarchical factor model. It is further argued that there is no necessary correspondence between
self-efficacy and internal control factors, or between controllability and external control factors.

The first literature review was undertaken in February 2003. The amount of
specific literature relating to the use of Information and Communication Technology (ICT) in careers education in schools and colleges was limited.

An Empirical Testing of the Theory of Planned Behavior in Explaining IT Adoption looks at Azjdens model in relation to E-TAM.
Conclusions were:
"In spite of these limitations, the study contributed in several ways as mentioned above. Some additional general observations about TAM/TPB models can be made. The TAM is a baseline and simple model that is useful in predicting attitude and intention, as has been observed many times in research; however, the TPB model is also important and more general in nature, as introduced in the constructs SN and PBC. Among these constructs, PBC is the most significant across all IT products. This is in consonance to the observation made by Karahanna et al. (1999), that addition of the perceived behavioral control (PBC) construct may provide further insights and increase the explained variance of the theoretical model of technology adoption."

This article presents and analyzes the stories of three teachers/teacher teams who participated in a grant program
designed to empower teachers to integrate technology innovations in their classrooms. Instead of experiencing
actualized empowerment, these teachers/teacher teams ultimately experienced alienation. From these stories, two sources of alienation are identified: (1) resources obtained by teachers through grant acquisition can disrupt the egalitarian teacher culture, and (2) increased subjective empowerment and pressure afforded by grants can lead to an escalation of existing conflicts. Overall, the teachers experienced alienation when their initial, subjective sense of empowerment was undermined by the teacher culture and/or administrative decisions.

Getting the search terms correct
The last week has been somewhat frustrating in trying to define the criteria for the literature search. My initial thoughts were to have a series of clearly defined words or phrases which could be applied across some of the common search engines and which would create a list of articles etc.
The criteria originally included:
- elearning OR educational technology
AND - "higher education"
AND - resistance OR barriers OR attitudes OR perceptions
AND - staff
IN last 10 years.
However while this worked relatively well in some areas the criteria was in itself ether too limiting or too free e.g. articles would be brought back for education rather than higher education.
Further work required perhaps simplifying the process. Disapointing as wanted to finish this to place into the project specification. Also need to identify a set list of journals and/or publishers to search. This will include dialog@ although acces to the material is limited.
